Is Inertial Propulsion possible?

Imagine a rotating wheel, on the edge of it there is rod with m 'm' pivoted from its end. As the wheel rotates, the rod also rotates from its pivot in the same direction as the wheel at double the frequency of the wheel. To picture this, it might be easier to draw a diagram, with the longest distance from the centre of the wheel to the end of the rod pointing up. Is there a net linear force???
