Cant afford, but istance say we make to much?

We are a family of 4 I am 25 my husband is 27 and we have a 3 year old and a 4.5 month old. I am currently working pt(20 hrs a week) and my husband work is flat rate. He works in a body shop working on cares and gets paid by the jobs he does, there has been a lot and lately his work has been slow and bringing home very small paychecks. His health insurance at work just went up and all our co pays. We pay $30 to go to dr. and $50 for specialist which we been seeing specialist(gyn, allergist, ent). We can't afford the cost of health care and are even struggling to pay our bills right now. My 4 month old is on state insurance that was luck to get him on it but the state said my 3 year old would have to be without insurance for 6 months before he can qualify that is BS. I don't know what to do, any suggestions. I have no applied for wic yet but do you think since my 4 month old is on state insurance we will qualify
