How can i get a Japanese ditto on my pokemon soul silver game without wifi?

I am in need of a japenese ditto so i can use it for the thing were it is easier to hatch shiny pokemon sadly i do not have wifi and there is no way of me of getting one. on the other hand i do have a action replay and if anyone has a action replay code for a japenese or foreign ditto that would be great.
