Im 16 years old and living with my mother and her bf can i move in with my dad in georgia w/o her permission?

ok i have lost a cousin and an uncle all in one week and my mom is never around and doesn't even notice that im hurting i feel like running away but i don't know what will happen to me on the streets so instead i want to move in with my dad who by the way lives in georgia with my lil bro. biologically he's not my dad but he's the only dad i have ever had and he signed my birth certificate when i was born so my question is can i move in with him with out my moms permission?
