Do i need to do the "Pulldown" thing with the Canon HV30 PAL version?

I'm thinking of buying a HV30 for some comic sketches that id like to have a nice film-ish look to. Thing is, i don't understand any of this pull-down banter. But i've heard the PAL version of the HV30 doesn't have to go through this? Is that true? Or have i misunderstood something? I would buy a HV40 but the i can get a 30 drastically cheaper which would allow me to buy a lot more extras, such as lenses, filters and Sony Vegas to edit with. Thanks.
