Shame! Why aren't the USA and Zimbabwe taking part in the 2010 Commonwealth Games in Delhi?

I was watching the opening ceremony (congrats to India, you guys performed your hearts out!) and I noticed that the USA and Zimbabwe did not make an entrance, obviously meaning they are not taking part. Why were they excluded?
