Is it me or is tha Carter III the best rap album to come down the pike in a long time?

Lil Wayne has had some hits. But his new album is one of the best ive heard in a long time. Did he change labels or get diffrent people to produce his albums. What is he doin diffrent now from all his other albums. this one is so much better and im not even a lil wayne fan, but i am of tha carter III.
