Please help?

I dont know what is happening, but idk what to do I have tried clearing my browser history pop up blocker and ect. , but idk whats going on just recently i am getting tons of popups saying casino and win adware something like that error safe ummmm a dating site, all these stupid popups and idk how to get rid of them ive done scans deleted any suspicious looking files and programs from my computer, but still it doesnt stop and I am really trying to avoid a system restore!!! Please help
