Why did big business favor high tariffs? why were progressives opposed to them?

Tariffs are usually used for imported goods. High tariffs would increase the price of oversea goods, thereby making people more likely to buy products from their home country, which would be cheaper. Progressives were opposed to them because it discourages competition and also allows the home-corporations to control prices.
